A Tale of Two Jeremys

The Harris rhetoric was taking on a dichotomy reminiscent of a familiar Dickens novel. One Jeremy complained that the city was broke, and needed to raise property taxes, while another Jeremy was ready to spend millions on countless city construction projects.
