To run for governor, Frank Fasi resigned as Honolulu mayor on July 19, 1994. According to the City Charter, in the event of a mayoral vacancy, the managing director "acts as mayor" until a new mayor is duly elected. With much ceremony, Jeremy repeated every word as Federal Judge Sam King administered the oath of office. Although no one on Oahu had ever voted for Jeremy Harris for anything, he was the mayor! In a special election to serve the remaining two years of Frank's term, Jeremy won with only 8 percent of the electorate. Honolulu Weekly 7-27-1994
