In march of 1996, the Bishop Estate orchestrated a
rally at City Hall. Hundreds of Kamehameha school children wore T-shirts and carried signs with
messages aimed at swaying a council vote against the city's lease to fee conversion law.
Like Dorothy and her quaking entourage when faced before the almighty Oz, six of the nine council
