Playing a shell game with city funds, the amazing Jeremy pulled out a dazzling city budget that defied logic. Back stage, city budget director Malcolm-"it's not what it appears to be"-Tom was controlling the smoke and mirrors, leaving the public and City Council in wonderment. Further down the road, the city would face serious financial problems resulting in substantial property tax increases.
