Backseat Driver

Jeremy was re-elected in 1996. In his '97 State of the City Address, besides a litany of grandiose plans for the city, Jeremy accused state government of failure in several areas. Much to the annoyance of state officials, he went on to say: "Therefore, in the absence of state solutions, we must act."
