By mid-January, 2002, the state Campaign Spending Commission had uncovered so much evidence of campaign spending law violations by the Harris campaign and its contributors, that the matter was referred to the city prosecutor's office for criminal action. The FBI quickly joined in the investigation. With the possibility of criminal charges looming over Jeremy and his campaign organization, the once seemingly unstoppable "Harris Juggernaut" was falling apart. See the Color version.
