Running for reelection in 2000 and aiming to be governor in 2002, Honolulu Mayor Jeremy Harris neglected many basic city functions in favor of more glamorous projects that could boost his campaigns. The consequences of this neglect would be left to his predecessor while he moved on to be governor. But on May 30, 2002, under the cloud of a criminal campaign contribution investigation, Harris dropped out of the governor's race. By August of 2003, when this cartoon appeared, it was clear that the chickens had finally come home to roost on their rightful owner. Honoluolu weekly cartoon 8-27-2003
